<p>People owed refunds on their 2002 taxes have until April 17, 2006 to file for that tax year and claim their refund.  If they do not file the $2 Billion will be forfeited to the government.</p>
<p>Unfortunately, unclaimed tax returns are common.  There are a few reasons people do not file.  Either they donâ€™t owe taxes, they didnâ€™t have to file because they earned too little, or they didnâ€™t take their earned income tax credit.  Earn income tax credits for 2002 are for workers who made less than $11,060 and have no children, earned less than $29,201 and had one child, or earned no more than $33,178 and had two or more kids.</p>
<p>Considering the people who are eligible for the refunds are those who did not make much, they are probably most in need of this money.  Most likely they are unaware the money is due to them or they simply donâ€™t know how to claim it.  </p>

<p>These funds are owed to millions of Americans and instead of making any sizable effort to contact the rightful owners, the state is now proposing to spend this money to handle there own budget problems. </p>
<p>States are passing bills allowing them to use the missing money funds.  One such case is a <a href="http://www.arkleg.state.ar.us/ftproot/bills/2005/public/SB929.pdf">Bill</a> was passed last year in Arkansas.  The Bill was created impart to allow the State to transfer up to $15,000,000 of funds from the â€œUnclaimed Property Proceeds Trust Fundâ€? to the States General Improvement Fund.  The subtitle of this Bill states the funds are to be used â€œâ€¦to provide additional funds for the State budgetâ€?.</p>
<p>Some states such as Indiana and Iowa require that 60% of the money from unused expired gift certificates be sent to the State and 40% remain for the retailer. George Delta, from the counsel to the Incentive Marketing Association, stated â€œStates require businesses to give them some type of periodic report of the amount of unclaimed property they are holding.  This allows the state to monitor this potential source of income.â€? </p>
<p>With the states experiencing such great budget benefits from the unclaimed property funds, they have little incentive to locate the rightful owners of this money.</p>
<p>In the state of California the lost funds have reached over $5 billion and it is estimated 1 in 5 have unclaimed money.  How hard is it to find Ryan Seacrest, Reese Witherspoon, Julia Roberts, Kate Hudson and Benicio Del Toro?  They are all owed money from Californiaâ€™s state database.  Microsoft is owed over $25,000!!! Californiaâ€™s Unclaimed Property Trust Funds is likely to be a target piggy bank for the CA Governor to use to assist with the states budget issues.</p>

<p>Option One: Search 50 state and the many federal databases trying all possible name variations (William Smith may be listed as W. Smith or Bill Smith).  The government has not created a single database to search for unclaimed money.</p>
<p>Even if a person has only lived in one state they may have money in other states databases.  An insurance company in New York that owed someone money on a policy may place the unclaimed money in the state of New Yorkâ€™s database, regardless of the  state of residency of the beneficiary.</p>
<p>Option Two: Utilize an all in one database.  Searching in a quality, single source database will search all state and federal databases, all possible name variations and provide the instructions and forms for submitting a claim once money has been found.  </p>
<p>The reason the amount of unclaimed money is growing billions year after year is people are not searching to see if any is owed to them. After all, how many times do you find out that you are owed money that you didn&#8217;t even know about? If you have a finance related web site or publication you can use the below article to help your readers better understand the topic of unclaimed property and lost funds. So enough of my commentary and on to the article:</p>
<p>Unless you won the lottery this week you would probably be excited to find money owed to you. Unclaimed money and property in excess of $25 Billion is being held by the government and is just waiting to be claimed. </p>
<p>You may be thinking, &#8216;I have never forgotten about money owed to me&#8217;, this may be true, but what about the monies you are not aware of? i.e. an inheritance or savings bond. Oprah Winfrey stated 9 out of 10 Americans have unclaimed money. </p>
<p>So why is this money just sitting around? Chances are you haven&#8217;t heard about unclaimed money, there is a lack public awareness and no simple method for searching and claiming lost funds.</p>
<p>The most common types of <a href="http://www.cashunclaimed.com">Unclaimed Property</a> are:</p>
<p>Â·    Savings and checking accounts and safe deposit box contents<br />
Â·    Stocks, mutual funds, bonds, and dividends<br />
Â·    Uncashed cashier&#8217;s checks or money orders<br />
Â·    IRS refunds<br />
Â·    Wages, child support payments<br />
Â·    Matured or terminated insurance policies<br />
Â·    Estates<br />
Â·    Mineral interests and royalty payments, trust funds, and escrow accounts<br />

<p>One of the most impressive unclaimed items is a 88-carat natural blue sapphire ring valued at over $25,000! Recently a widow found over $50,000 owed to her from an account her deceased husband had opened that she was not even aware existed.</p>
<p>The property ends up in government accounts due to laws requiring the property to be turned over to the state or other governing agency after a period of approximately 3 years without contact from the owner. </p>
<p>Oftentimes the owner moves and does not leave a forwarding address or forgets that the account exists. In some cases, the owner dies and the heirs have no knowledge of the property.</p>
<p>The amount of unclaimed cash is growing. It has almost doubled the 15.8 billion in lost funds recorded in 2000. The increase is not only due to public awareness but also attributed to each state recording the money in individual databases.</p>
<p><strong>Finding Your Unclaimed Money</strong></p>
<p>So how do you search and find money owed to you? Each state has its own database but it is not enough to search only the state where you reside. If you have conducted business with companies outside the state, the funds may be reported in the state where the business was located. Also, a state search will not locate missing money in 90 federal databases. This makes searching difficult because you may have unclaimed cash in a state in which you have never lived. </p>
<p>You also need to search variations of your name. For example, if your name is Michael James Anderson an account might be under M Anderson, M J Anderson, or Michael Anderson. </p>
<p>This can be a time consuming and tedious process to locate and search over 120 databases. The most comprehensive government site only incorporates 14 states into its database. This search would still produce incomplete results and you may miss money owed to you.</p>

Comprehensive Unclaimed Money Searches</strong></p>
<p>It is worth the small fee to utilize a private site that has compiled all state and government databases.</p>
<p>After you have completed your search by name you will be given results from the database. It may contain multiple records, some of which are not yours. The record will normally have details on the property, the value, institution the funds originated from, owner address, etc. You should be able to tell which accounts are yours from a quick look at these details.</p>
<p><strong>What to do when you find the money</strong></p>
<p>After locating your missing money follow the directions to submit the claim. The claim process varies slightly depending on the type of account or state of claim. Usually the claim consists of filling out and sending a form or affidavit and copies of identification or documents relating to the account. </p>
<p>Through continued efforts to educate the public on the topic of unclaimed money more and more Americans are finding their lost funds. Over $1 Billion was returned last year.
